概要	This thesis is to review how to justify socio-economic efficiency and feasibility of the environmental management plan (EMP), actively internalizing the “external effects” of environment and natural resources as project benefits. The economic internal rate of return (EIRR) of the EMP, consisting of 11 programs/projects proposed concretely, shows about 30 % covering 40-year project-life. Compared to interest rates ranging from 10 to 15 % in the conventional economic analysis, the proposed EMP could be justified in terms of social viability and economic feasibility before the important wetland ecosystem in LWC is further degraded.
