| 概要 | This study examined the features of a policy network among individuals and organizations concerned with implementing a civic farmland program in a populated city in Japan. Under the Act on the Advancement of Establishing Civic Farmlands in Japan, civic farmlands have been established to provide urban residents with the opportunity to enjoy agriculture as a recreation or pastime. Civic farmlands were also designed to decrease abandoned farmlands. Hiroshima City, an ordinance-designated city, had a lower rate of arable land size than that of many other ordinance-designated cities. Moreover, the city government faces the problems with an insufficient percentage of rented plots on civic farmlands. Using city council proceedings, this study clarified the characteristics of the policy network for implementing the civic farmland program and revealed that the policy network comprises agricultural specialists and that holds room for nonprofit organizations familiar with community activation. |
